Project Overview

The project is expected to begin in April or May. The majority of the work is expected to be completed in 2020, but some work will have to be done in 2021. The project is a complete reconstruction of University Avenue from 73rd Street to 70th Street and an overlay from 63rd Street to 70th Street. A shared-use pedestrian and bicycle trail will be added to the south side of the road. Rain gardens will be added along the length of the corridor. There will also be streetscape improvements, wayfinding signs, trees, and DART stops installed as a part of this project.

What is being done to University Ave and how long will it take?

The majority of the work is expected to be completed in 2020, but some work will have to be done in 2021. The project is a complete reconstruction of University Avenue from 73rd Street to 70th Street and an overlay from 63rd Street to 70th Street. A shared-use pedestrian and bicycle trail will be added to the south side of the road. Rain gardens will be added along the length of the corridor. Parts of University Ave will be under construction through the fall of 2021. Below is a chart showing the different phases and start dates for the project.

How long will construction last on Phase 3 (69th to 63rd St)?

Approximately two months, depending on weather conditions and utility coordination.

What is happening for Phase 3 of the project?

Phase 3 mainly consists of mill and overlay of the existing roadway. There will be curbline modifications and full depth patches as necessary. The trail will not be installed until the majority of the work has been completed on Phase 3 of the project.

How will my trash/recycling/mail be affected both during and after construction?

Residents who live on streets under construction are asked to place garbage, recycling, and yard waste out at the end of their driveway by 5 pm Thursday for the Contractor to pick up. Pickup times are different for each item, so they may not be returned at the same time. Door hangers will be posted for residents that will be affected by pending construction approximately 7 days prior to construction with specific instructions for property access and solid waste collection.

Curbside pickup will return to normal after the street project has been completed.

Will packages still be delivered to my home?

Yes, packages will still be delivered. If you have an issue with package delivery, please email Public Works Director Dalton Jacobus at djacobus@windsorheights.org.

Who is responsible for maintaining the new bike trail along the south side of the road?

The City is responsible and will perform snow removal and necessary maintenance on the new shared use path on the south side of the road.

Who is responsible for mowing between the new trail and the street?

As is the case with all property in the City of Windsor Heights, the property owner is responsible for mowing to the street curb.

When driving on University Ave, will I be able to pass in the center lane?

The use of a center turn lane for passing is illegal per Iowa Traffic Code.  However, Iowa Code 321.297 does allow a vehicle to travel in the center turn lane when an obstruction exists making it necessary to avoid the obstruction, i.e. to travel around a refuse truck stopped in the lane of traffic.  Drivers must exercise caution and yield the right-of-way to other vehicles traveling in the lane for the intended purpose.

There have been a number of rainy days. Has that delayed progress?

Yes, there have been delays on the project. We have lost a couple weeks throughout the construction season due to weather. There was also a significant delay on the project due to unlocated CenturyLink infrastructure within the project area. The contractor had to work around these CenturyLink conflicts and wait for some unplanned relocations.

What is going to happen over the winter on this project?

There will not be any substantial work completed over the winter months. We expect work to continue through November and stop sometime around the beginning of December, weather permitting.

Traffic will be shifted to the north side of the road between 70th and 73rd Streets over the winter. The south side of the road will be closed between 70th and 73rd Streets, but business driveways and two way traffic will be open all winter. There will not be modifications to the existing configuration of the roadway east of 69th Street during the winter months. Please be mindful of traffic control signage and follow the directions on the signage.

How will I be updated if the project is changed due to weather or other unforeseen events?

Residents who live on University Ave will receive door hangers or mailers to alert them to future disruptions, such as short water interruptions or driveway access restrictions. Residents will be given ample notification before any hard disruptions of service.

During the week of August 3rd, the Contractor will begin sidewalk work and other restoration work. West bound traffic will be closed between 70th Street and 73rd Street for the majority of the week. That traffic will be detoured down 63rd Street to I-235 to 73rd Street (follow signed detour route). The detour is anticipated to end the week of August 3rd. Work at 70th Street is anticipated to begin August 6th. This work will close the north half of the intersection of University Ave and 70th Street. This part of the intersection is anticipated to be closed for two months. With this work traffic changes are anticipated to occur during the early morning of August 6th. Please drive with caution. During the week of July 20th, the Contractor will finish storm sewer installation and finish grading the roadway for pavement and begin paving operations. West bound traffic will be closed between 70th Street and 73rd Street. That traffic will be detoured down 63rd Street to I-235 to 73rd Street (follow signed detour route). The duration of this work is anticipated to last 4-5 weeks. During this time the entrance off University Avenue to Hy-Vee will be closed. Enter Hy-Vee off the 70th Street entrance. During the week of July 13th, the Contractor will finish storm sewer installation and finish grading the roadway for pavement. On July 15th, the west bound traffic will be closed between 70th Street and 73rd Street. That traffic will be detoured down 63rd Street to I-235 to 73rd Street (follow signed detour route). The duration of this work is anticipated to last 14 days. During this time the entrance off University Avenue to Hy-Vee will be closed. Enter Hy-Vee off the 70th Street entrance. During the week of June 29th, CenturyLink is scheduled to complete the relocation of their infrastructure. Once all conflicts have been resolved, roadway construction will begin (anticipated to be the week of June 29th). The entrance to Hy-Vee will remain open for the majority of the time. It will be closed later in the phase to allow for concrete to be poured. Phase 1A will remain closed. All work is weather dependent. All businesses are open. During the week of June 22nd, CenturyLink is scheduled to complete the relocation of their infrastructure. The project is currently being slowed down by conflicts with CenturyLink that are being worked through now. The entrance to Hy-Vee will remain open for the majority of the time. They will begin removing pavement on Phase 1B starting middle of the week. Phase 1B has been extended farther east (to need just west of 70th Street). 4/17/20 Update

During the week of April 20th, the Contractor will continue removing pavement on Phase 1A. Once the pavement is removed the contractor will begin preparing for pavement which includes grading and placing rock. All work is weather dependent. 4/10/20 Update

Demolition on the first Phase of the University Avenue project has been delayed a week. Beginning the week of April 13th, the contractor will saw cut existing pavement and begin removals. There will be minor pipe work, sub grade work, and sub base work. Expect traffic disruptions near the intersection of 73rd St and University Ave during this portion of construction.
