Iowa Residential Utility Disruption Prevention Program

The Iowa Residential Utility Disruption Prevention Program provides eligible households with up to $2,000 towards electric, natural gas, or water bills if they are at risk of disconnection due to an inability to pay due to COVID-19 related loss of income. This program is from the Iowa Finance Authority. Applications are due to the Iowa Finance Authority online by November 20, 2020.


  • Iowa Residents with an active residential utility account
  •  Must have an unpaid balance or have previously entered into a payment plan
  • 2019 gross annual income must be less than 80% Median Family Income (based on county & number of household members)
  • Must have experienced a COVID-19 loss of income on or after March 17, 2020
  • Eligible Expenses: Electric, natural gas, and water utility assistance for unpaid debt on service between March 17 - October 31

Required Documentation

  • Most recent electric, natural gas, and/or water utility service bill, noting the current balance and the past due amount
  •  Paystub prior to and after the loss of income for all employed members of the household
  • Basic information regarding your employer and field of employment
  • If applicable, a copy of the payment plan agreement from your utility service provider or be able to provide the payment plan information from your most recent utility bill

Application Process

Application forms must be completed and submitted online by November 20, 2020. Applications can be completed here: Applications will be reviewed as quickly as possible. Awarded applicants will be contacted and a single, one-time payment will be issued directly to an eligible applicant’s provider that will credit the amount towards the outstanding and current account balance.
