Windsor Heights Adopts Resolution on Welcoming City

WINDSOR HEIGHTS, Iowa –On Monday July 17, 2017, the Windsor Heights City Council passed a resolution to become a welcoming city. The City Council gathered data and input from various organizations and governmental agencies to help shape their vision for the future.   As a result of public concerns about anti-immigration rhetoric being expressed, the City Council has adopted a resolution consistent with the Windsor Heights Police Department’s practices in regards to immigration enforcement.

Councilmember Zachary Bales-Henry stated “It's moments like this when local government can and should take action. And it's my hope that this resolution will provide comfort to those who need to hear it in a time of great uncertainty.”

The purpose of the City's resolution is to ensure that community members who are victims or witnesses of a crime, regardless of immigration status, feel comfortable communicating with local law enforcement.  It reaffirms the Department’s practices whereby Windsor Heights Police Department resources are not used for immigration enforcement except as necessary for public safety or as otherwise required by state or federal law.

  

This resolution addresses the discretionary use of city resources. This resolution does not prohibit or in any way restrict any official or employee of the city from sending to or receiving from ICE information regarding the citizenship or immigration status, lawful or unlawful, of any individual. The City fully intends to comply with 8 U.S.C §1373. It does not affect or limit the enforcement of federal immigration law by federal authorities within the city. It does not affect or limit ICE’s Priority Enforcement Program. It does not in any way condone, encourage or assist the violation of federal law, which makes it a crime for any person to, “knowing or in reckless disregard of the fact that an alien has come to, entered, or remains in the United States in violation of law, conceal, harbor, or shield from detection, such alien in any place including any building or any means of transportation.”

  

This resolution does foster a relationship of trust, respect, and open communication among community members as it is essential to the city’s mission of delivering efficient public services while ensuring public safety, a prosperous economic environment, opportunities for youth and a high quality of life for all Windsor Heights city residents.
