2024 City Council Recaps
The City Council Recap is a brief highlight of the Windsor Heights City Council meetings. The recap is not minutes of the Council meeting. Minutes are considered and approved at the subsequent Council meeting.

12/16/24 City Council Meeting Recap
- Discussed a proposed YMCA Summer Camp at Colby Park. The camp would operate from approximately 6 am to 6 pm, with flexibility in the start time. The YMCA would offer a $1,000 cash donation for the use of the park and discounted rates for Windsor Heights residents. The camp would accommodate 60 to 75 kids, with the possibility of reducing the number if necessary. Discussion also included the possibility of using the Community Center for activities on rain days and the need for coordination with other park users. Council directed staff to bring a formal agreement back for approval.
- Approved the plans for the 68th Street South Reconstruction Project and opened bidding. The public hearing for the bids will be held during the February 3 council meeting. Discussion did include CenturyLink’s decision to adjust services due to the project. City staff clarified that there were no restrictions preventing CenturyLink from continuing to offer any services due to the project, but it was a private business decision. Council directed staff to review taking the concerns to the Utilities Commission.
- Approved the barrier and sign alternative D (which can be viewed here as well as all sign alternatives) at the corner of 63rd Street and the I-235 west-bound on ramp. Concerns were raised about the need for the barrier due to a minimal number of traffic accidents at the intersection. The item passed by a 3-2 vote. Councilors Jones, Campbell, and Harms voted yes. Councilors Skeries and Libbie voted no.
- Approved Colby Park’s food truck plaza dining seating. This was first presented at the November 18 meeting when Council provided design feedback. Seating will be a mixture of jessie rails, which are leaning table-top rails, and take-out style benches, which are picnic tables that offer wheelchair accessible seating. The design can be viewed here.
- Approved the 2025 Special Events Calendar. National Night Out is still tentative as it is a Police Department planned event and factors such as staffing determine the departments ability to host the event. A date night Movies in the Park is still being looked for late summer as well. View the calendar here.
11/18/24 City Council Meeting Recap
- Approved Resolution No. 2024-67 - A Resolution Approving Charitable Donation Agreement of Real Estate. The land was donated by Immanuel Pathways and is 0.56 acres of land between the existing trail and Sherwood Forest. The property is currently in the process of being restored to prairie and native woods by the City and acceptance of this property donation will enable the City to maintain it in this state with a trail going forward.
- Discussed Colby Park table and bench options. Nate Weitl from Bolton and Menk, the City's engineering firm, presented 3 design options that used a mixture of a handicap accessible picnic tables and jessie rails, which are a stand-up counter style railing. Discussion centered on ensuring accessibility, avoiding areas of congestion, and maximizing seating areas. Staff will bring back a new design based on the feedback gathered at a future meeting.
- Discussed 68th Street Reconstruction and Sidewalk Accessibility. Discussion focused on whether to proceed with utilizing rubber matting to ensure residents with scooters and other mobility issues could safely travel along designated paths during construction. Council also discussed plans for designating ADA parking spots. Additionally, discussion took place on the projects alternative of reconstruction of Mott Ave between 68th and 69th Street. City staff recommended to construct sidewalk north of Mott which includes the removal of trees and relocating a resident's fence. Council was in favor of utilizing the rubber matting for a walkway and proceeding with the staff recommendation of the north sidewalk on Mott Ave.
11/4/24 City Council Meeting Recap
- Approved Resolution No. 2024-66 - A Resolution Waiving CC Fees for a Recurring Free-Will Donation Community Yoga Class. Beth Gookin attended and presented the concept to Council. The class will be hosted by Good Vibes Movement Yoga and will follow a concept of yoga classes held in Colby Park prior to the pandemic. Those of all yoga expertise levels will be welcome to join. The donations received for classes will be used to help those in need and compensate the class teacher for their time. Inquires about classes should be directed to Good Vibes Movement Yoga.
- Discussed the installation of a bridge over the bioswale in the Colby Park parking lot. The bridge would be installed by Bridges of Iowa, a long-term addiction treatment program founded in 2000 by Don and Charlene Lamberti. Dedicated to those without resources or prospects, Bridges has helped thousands of Iowans and their families overcome drug and alcohol addiction and cross the bridge to a better life. The bridge would be in honor of the organizations 25th anniversary. Bridges of Iowa would cover the cost of the bridge and maintenance for an agreed upon time. Council was supportive and City staff will continue conversations with Bridges of Iowa.
- Approved Resolution No. 2024 - 65 - A Resolution Approving The Site Plan For 6301 University Avenue – Windsor Presbyterian Church Parking Lot.
10/21/24 City Council Meeting Recap
- Approved the purchase of retaining wall materials for $1500 to be provided to the resident of 7254 El Rancho, who will install a retaining wall along 73rd Street. The City will install a retaining wall at the corner of El Rancho Ave and 73rd St as deemed necessary by the City's engineer, as part of the 73rd Street Phase One project. The resident was concerned with the grading on his property further south of where the City will place the retaining wall. The resident approached the City proposing he will install the wall per specifications provided by the City's engineer in exchange for the City providing material.
- Approved Resolution 2024-64 - A Resolution Approving The Creation Of Fire Department Lieutenant. The position will supplement a current Fire Department position and not create a new position. The department will review internal applicants in the coming month to help alleviate the workload of the Fire Chief and provide a secondary line of leadership. Council amended the job description to include the preferred candidate be a paramedic.
- Discussed the upcoming 68th Street Reconstruction project and how to ensure homes remain accessible to residents with accessibility concerns. Staff presented an option of reusable heavy duty mats to create a smooth level walkway. Council was concerned as this would be a novel approach as well as creating a hurdle for contractors bidding the project. Staff will continue to research alternatives to present to Council before the bid package is approved.
- Approved the 3rd Reading of Ordinance No. 2024-08 - An Ordinance Amending Chapters 153 And 175, Revising Subsection 175.02 To 175.03, Of The Code Of Ordinances For The City Of Windsor Heights, With Regard To Design Elements For On-Premises Signs; and to Adopt and Publish. The ordinance allows businesses to a place a limited number of temporary signs exempt from permitting based on square footage. The City will send a letter with more details to all business within Windsor Heights. Any business with questions is welcome to contact City Hall for more information.
10/7/24 City Council Meeting Recap
- Approved 2004 69th St. Sidewalk Waiver Request. The home is being constructed and City Code states a sidewalk must be installed, however, there is no sidewalk along the west side of north 69th Street. Council was in agreement it did not make sense to install a sidewalk only at 2004 69th Street. The property owner will sign a petition and waiver which will be recorded against the property and allow for the city to assess the charge of sidewalk installation in the future.
- Discussed installation of a limestone rock barrier on 63rd Street and the 235 west-bound off ramp. Council was in support of a barrier with notes that the design include signage for the City and did not put a burden on the resident in regards to lawn care. Staff will work on a design and bring the item back to Council for budget consideration.
- Discussed Colby Park Change Order 5 which focused on custom leaf benches being added to the Food Truck Plaza. Council was not supportive of the design and functionality, but was supportive of additional seating based on public feedback and lessons learned at the 2024 Fall Festival. Staff will work with Bolton & Menk, the City's engineering firm, on a design change and bring the change order back to Council at a future meeting.
- Discussed the 68th Street South Reconstruction project. Council discussed the timing and phasing of the project, including the possibility of completion incentives, in hopes of limiting the time frame of the project and impact on residents. Discussion topics also included how the City can best serve residents with mobility issues during construction and providing trees on resident's property for those who opt in. The project is still in the design phase. The design and plan specifications will be brought back to Council at a future meeting for approval.
- Approved the 2nd reading as well as waived the 3rd reading of of Ordinance No. 2024-07 - An Ordinance Amending Chapter 175, Revising Subsection 175.05 To 175.09-04, Of The Code Of Ordinances For The City Of Windsor Heights, With Regard To Design Elements For On-Premises Signs. The City will move to publish and adopt the ordinance.
- Approved the 2nd reading of Ordinance No. 2024-08 - An Ordinance Amending Chapters 153 And 175, Revising Subsection 175.02 To 175.03, Of The Code Of Ordinances For The City Of Windsor Heights, With Regard To Design Elements For On-Premises Signs.
9/16/24 City Council Meeting Recap
- Discussed potential changes to The Windsor's University Avenue access. The approved plan had the access align with 64th Street, but the developer was able to gain an easement that allows the access move west. This allows for the access to be further from the 63rd Street intersection
- Approved a Change Order to Wash, Caulk, Stain and Seal Community Event Center Patio which will improve the exterior of the center to better match the park renovations occurring as the center is not being updated as part of the project
- Approved A Deer Management Zone And Establishing Dates For The Special Bow Hunt As September 21st, 2024 Through January 19th, 2025. The hunt will take place on the property of 1705 Plaza Circle with hunters authorized through the City
- Approved the termination of the current 28E with the Metro Home Improvement Program followed by the approval of entering a new 28E with the program. This was done as the administration of the program has shifted from the City of West Des Moines to The Mid Iowa Planning Alliance
- Authorized City Administration To Negotiate an Agreement With Walnut Creek Watershed Authority. The goal of the agreement will be to create substantial regional detention and to reduce flood risk for the City
- Approved the 3rd Reading of Ordinance No. 2024-06 - An Ordinance Amending Chapter 156, Revising Subsection 102.11.6 To Section 156.04, Of The
Code Of Ordinances For The City Of Windsor Heights, With Regard To Enforcement Procedures For Rental Housing; and to Adopt and Publish. The ordinance adds additional enforcement procedures for rental housing - Approved the 1st Readings of Ordinance No. 2024-07 - An Ordinance Amending Chapter 175, Revising Subsection 175.05 To 175.09-04, Of The Code Of Ordinances For The City Of Windsor Heights, With Regard To Design Elements For On-Premises Signs and Ordinance No. 2024-08 - An Ordinance Amending Chapters 153 And 175, Revising Subsection 175.02 To 175.03, Of The Code Of Ordinances For The City Of Windsor Heights, With Regard To Design Elements For On-Premises Signs. Both ordinances are to support businesses and allows for said businesses to promote their services effectively through more business friendly sign ordinances

- Discussed delays in 73rd St. reconstruction due to the unusually rainy summer and Council support for beginning Stage 5 of 73rd St. reconstruction immediately to try and complete the stage prior to winter.

7/1/24 City Council Meeting Recap
- Sister City Representative Ricki King presented on a recent Sister City trip to Windsor Heights' sister city Kofu, Japan
- Approved the Community Events Center Solar Bid from 1SourceSolar. The solar panels are expected to be installed by the end of the year
- Approved Resolution 2024-47 - A Resolution Approving the Future Land Use Map and Future Land Use Designation Definitions within the Comprehensive Plan for the City of Windsor Heights
- Approved Resolution 2024-48 - A Resolution Approving the Updated Zoning Map for the City of Windsor Heights. The update reflects changes made to the Zoning Code that were passed in early 2024
- Approved Resolution No. 2024-49 - A Resolution Approving the Site Plan for a Salt Shed at the City's Public Works Facility. The current salt shed is in a state of disrepair and will be demolished prior to the construction of a new salt shed
- Approved an Request for Proposal for Managed IT services for the City. This will be sent to local IT companies to manage the City's IT needs
- Approved an Update to the Employee Handbook
- Discussed funding for the Neighborhood Finance Corporation's (NFC) home improvement program in Windsor Heights. The funds proved in 2018 are diminishing and staff has recommended the NFC utilize a wait list pending City budgetary discussions which will be held in the fall/winter. Council gave direction that this is how they wish to proceed. Residents are still welcome to apply for the Metro Home Improvement Program an alternative home improvement program available
- Approved the second reading of Ordinance No. 2024-05 - Creating a Vacant Property Registration
6/17/24 City Council Meeting Recap
- Mayor Mike Jones Proclaimed the Recognition of June 19, 2024 as Juneteenth National Freedom Day in Windsor Heights
- Approved a Space Use Analysis from OPN Architects. The analysis will look at all city facilities and assess the condition and space and programing needs. The City will be provided a report that includes a multi-year plan for improvements/changes, assessment of code compliance for existing buildings and preliminary cost estimates
- Approved the Street Tree Grant Program. The program will plant 20 trees in the fall on specified right of way properties and provide necessary watering for them. The program will be first come, first served. More details will be announced by mid-July
- Approved a Contract with JC Midwest Services for Public Works' Salt Shed Demolition. A new salt shed will be constructed this summer/fall
- Approved the Purchase of Fireworks for the Windsor Heights Fall Festival from J&M Displays
- Approved the 2024 Employee Handbook and Updated Purchase Policy which provides guidelines for city staff on what purchases will need Council approval

6/3/24 City Council Meeting Recap
- Approved Resolution No. 2024-40 - A Resolution Approving the Site Plan for The Windsor at 1148 63rd Street. At the meeting, Council added a condition of a privacy fence along the south side of the property and a temporary full access driveway on University Ave that will be reviewed by the City in three years
- Approved Resolution No. 2024-39 -A Resolution Approving Development Agreement with Windsor Millang, L.L.C., the Windsor, L.L.C. and Jensfam, LLC, Authorizing Annual Appropriation Tax Increment Payments and Pledging Certain Tax Increment Revenues to the Payment of the Agreement
- Approved contract With Wright Tree Service For Debris Removal of Debris Collected by the City after the May Storm
- Approved Payment to JC Midwest Services For Storm Cleanup Services. JC Midwest Assisted Public Works with Storm Debris Cleanup Decreasing the Time for Cleanup to be Completed

This ordinance will further assist in the City's flood management goals and help the City join the National Flood Insurance Program's Community Rating System. - Approved Resolution No. 2024-37 - Resolution awarding General Obligation Urban Renewal Bonds, Series 2024A and authorizing and approving a Loan Agreement, providing for the sale and issuance of Bonds and providing for the levy of taxes to pay the same
- Approved Resolution No. 2024-35 - A Resolution Awarding the 2024 Televising Project to Hydro-Klean, LLC. The televising of the storm sewer will be completed to determine the condition, location, and size of select storm sewer areas. Identified defective pipe will be addressed during future capital improvement projects

5/6/24 City Council Meeting Recap
- Approved 73rd Street Iowa Communications Network Fiber Relocation Costs. The reconstruction of 73rd Street from University to Hickman necessitates the relocation. Staff is investigating how this will allow the City to enhance traffic signal management and allow for remote operation which could reduce traffic signal maintenance costs going forward.
- Approved Food Truck Change Order for the Colby Park Renovations. This will incorporate a food truck plaza on the West Side of the Community Center Parking lot. This was planned for a future phase, but completing this project now will help alleviate future park construction disruptions.
- Approved the 1st Reading of Ordinance 2024-04 - An Ordinance Amending the Code of Ordinances for the City of Windsor Heights, Iowa, by Amending
Chapter 185, Governing Floodplain Management. This ordinance will further assist in the City's flood management goals and help the City join the National Flood Insurance Program's Community Rating System. Now passed, this ordinance will increase stormwater fees which are collected through water bills. Notices will be included in upcoming water bills and most residential bills are expected to see a minimal increase.

- Held Public Hearing on Proposed Amendment to the Windsor Heights Consolidated Urban Renewal Area and approved Resolution 2024-29 - A Resolution to Declare Necessity and Establish an Urban Renewal Area, Pursuant to Section 403.4 of the Code of Iowa and Approve Urban Renewal Plan Amendment for the Windsor Heights Consolidated Urban Renewal Area
- Approved Resolution 2024-30 - A Resolution Naming the Trail Paths Within Windsor Heights City Limits "The Windsor Trail". Staff will be working to update trail signs and alert community resources
- Approved a 2024 Earth Day Proclamation and WestCom National Public Safety Telecommunicators Week Proclamation (April 14 through April 20)
- Approved the 2nd Reading of Ordinance No. 2024-02 - An Ordinance Amending the Code of Ordinances for the City of Windsor Heights, Iowa, by Amending Chapter 101 Relating to the Storm Water Drainage which will raise the City's storm water fee
- 1st Reading of Ordinance No. 2024-03 - An Ordinance Amending the Code of Ordinances for the City of Windsor Heights, Iowa, by Amending Chapter 136, Governing Sidewalk Regulations. The ordinance will update missing, outdated, and unfunded items within the Chapter that include updates to definitions, removal of seasonal sidewalk construction restrictions, City assuming 50% responsibility for defects due to street trees, and more. - Approved Resolution 2024-31 - A Resolution Approving and Updating the Community Events Center Guidelines and Information including extended hours and a new lower resident rate. Council also approved Resolution 2024-32 updating the CEC section of the City Fee Schedule

- During a special meeting immediately before the regular council meeting, the public hearing on the proposed tax rate levy was held. No action was taken. The tax rate levy will be accepted with the FY25 City Budget on April 15

- Approved the Public Art Plan Grant Application. Perspective projects include the Little Brother building mural and a perspective public art easement from Casey’s. There are also potential art locations at 63rd and University and Colby Park. This grant would also set the stage for future art projects and help qualify the city for future public art grants through BRAVO
- Discussed Potential Parkland Dedication, Land Exchange and Other Topics Related to The Windsor Project
- Discussed the Windsor Heights Trail System Name. Council decided on The Windsor Trail. At the next meeting, Council will formally vote on the trail name

- Held Public Hearing on Proposal to Enter into a General Obligation Park Improvement Loan Agreement and approved Resolution 2024-21 - A Resolution taking additional action on proposal to enter into a General Obligation Park Improvement Loan Agreement and repurposing bond proceeds
- Discussed the City's draft flood response plan with Flood Consultant Rick Roe in attendance to answer questions
- Approved Professional Services Agreement with Bolton and Menk for Salt Shed Construction to replace the current salt shed at the Public Works facility

- Approved Resolution No. 2024-16 - A Resolution Approving the Site Plan for Casey's General Stores at 6961 University Avenue
- Approved the 1st Reading of Ordinance No. 2024-01 - An Ordinance Amending Chapter 156, Adding Subsection 102.11.23 to Section 156.04, of the Code of
Ordinances for the City of Windsor Heights, with Regard to Enforcement Procedures for Rental Housing. This ordinance will help the City enforce code requirements with rental housing. - Approved the South 68th Street Design Contract
- Discussed 73rd Street Reconstruction Communication Plan, which outlines the phases of construction and when affected residents and businesses would be potentially impacted and what communication from the City would entail
2/19/24 City Council Meeting Recap
- Representatives from the Des Moines Children's Museum and IMPACT Community Action Partnership presented on their organizations. Both organizations had a funding request discussed at the Work Session immediately following the regular Council Meeting.
- Approved the purchase of new dog park equipment which will be installed later this year.
- Approved the purchase and installation of two servers to replace the City's current servers.
- Approved the following resolutions to submit for grants:
- Resolution No. 2024-14 - A Resolution Authorizing the City to Submit to the Prairie Meadows Youth Sports & Recreational Grant Application, which will help fund Colby Park improvements
- Resolution No. 2024-13 - A Resolution Authorizing the City to Submit to the Prairie Meadows Community Betterment Grant Application, which will help fund Colby Park improvements
- Resolution No. 2024-12 - A Resolution Authorizing the City to Submit to the US Department of Transportation a Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Application, which will help fund South 73rd Street Reconstruction

- Council discussed the FY25 Budget and Capital Improvement Plan. Department heads also discussed their Equipment Replacement Plan.
1/16/24 City Council Meeting Recap
- Discussed the Windsor Heights Foundation Support Request for the 2024 Nights in the Heights Concert Series in the Amount of $15,000. The request will be further discussed by the Special Events committee. A recommendation will then be sent to the Finance Committee for FY25 budget consideration.
- Approved Resolution No. 2024-02 - A Resolution Authorizing the City of Windsor Heights to Submit an Application for Funding from the Federal Surface Transportation Block Grant Set-Aside Program to the Des Moines Area MPO for the Partial Funding of the Construction of Greenbelt Trail Reconstruction and Further Approving the Application Which Obligates the City of Windsor Heights to Matching Funds for the Construction of Said Project
- Discussed Resolution No. 2023-67 - A Resolution Approving Updating the CEC Guidelines and Information for the City of Windsor Heights. Council would like further discussion on the guidelines and will be holding a work session at a future date.
- Approved Resolution No. 2023-64 - A Resolution Approving an Updated Fee Schedule for the City of Windsor Heights except the Community Center rental fees
- Discussed the University Avenue Pole Banners. A consensus was made for option C (click here to view) and removing the tag line "Heart of it All" from the logo.
